Fahamu Ubabe wa Harun Zakaria, Kisiki alichojikwaa Magufuli

Hawa kwenye picha hapo juu ni aina ya watu wanaoitwa sugar industries movers and shakers katika jumuiya ya wafanyabiashara nchini Wako katika picha ya pamoja na Raisi Mstaafu. Kutoka kushoto ni Harun Daudi Zakaria, Salim Bakhresa, Reginald Mengi, Rais Mstaafu, Jakaya Kikwete, Gulam Dewji, Saidi Amin Shamo 
Hakuna shaka sasa kuwa kuna watu nchi hii ni visiki, visiki haswa hata kumfanya mtu mkubwa kabisa kuliko wote kujikwaa kwao, Rais. Ni visiki wawezao kutunishiana misuli na serikali. Wanafanya hivyo either kwa makusudi ama mazingira ya biashara zao huwalazimu kufanya hivyo. Mmoja wa watu hao ni mfanyabiashara mkubwa wa sukari na mmiliki wa Murzah Oils Tanzania pamoja na biashara nyingine lukuki bwana Harun Daudi Zakaria.

Huyu yeye amejiweka bayana akiambatana na wafanyabiashara wengine kufanya kile kimeitwa “kukiuka amri ya Rais” ya kuuza sukari walizonazo kwenye maghala ili kutatua tatizo la uhaba wa sukari lililoikumba nchi hii.Harun yeye hapa majuzi kwenye magodauni yake ya sukari huko Tabata zimekutwa  tani Zaidi ya 4,600 ambazo zinasemekana zimefichwa.Sasa hizi ni za Tabata bado haijajulika labda kuna nyingine zipo mahali.Hivyo kwa sasa anakabiliwa na tuhuma za kufanya kosa za kuishikilia bidhaa wakati akijua kuna uhaba mkubwa wa bidhaa hiyo Rais analiita kosa hili kuhujumu uchumi.

Huyu bwana ni nani na kwanini ni msumbufu?
Huyu ni tajiri mkubwa na mmoja wa washikilia uchumi wa soko la sukari hapa nchini. Unapoongelea sukari basi unamwongelea Harun Zakaria.Huyu bwana akishirikiana na wenzake ndio husababisha upungufu ama ziada ya sukari nchini ni kama dereva kwenye gari alieshikilia usukani.

Septemba mwaka 2012 kulitokea tatizo la mfumuko wa bei ya sukari. Tatizo lililoleta sintofahamu sana waziri wa Kilimo, Chakula na Ushirika wakati huo Injinia Christopher Chiza akaamua kufanya ufuatiliaji wa karibu juu ya sakata lile. Akaanza kukagua maghala kama kweli sukari haipo nchini ama tatizo ni nini?. Ikumbukwe mwezi wa tatu mwaka huohuo baada ya serikali kunusa harufu ya tatizo la sukari huyu bwana na wenzake waliifata serikali wakaiomba kibali eti waagize sukari kutoka nje ili kukabiliana na tatizo lile. Serikali kwa nia njema kabisa ilitoa kibali na kuwatolea kodi waagize tani takribani 180,000 kutoka India.

Cha ajabu mpaka kufikia mwezi September tatizo lilikuwako palepale. Waziri Chiza alipokwenda kukagua kwenye maghala alizikuta zile tani zimesheheni toptop kwenye magodauni ya huyu bwana Harun na wenzake wakitaka kuisafirisha kuiuza nje (Kongo, Rwanda,Burundi nk). Chiza akashangaa akaelekea tena kwenye maghala ya viwanda vyetu vya ndani mfano ghala la kiwanda cha Kilombero Sugar Co.Ltd lililopo hapa DSM zilikutwa tani Zaidi ya 90,000 zikiwa zimenunuliwa lakini hazijasambazwa huku mtaani watu wakilia shida ya sukari.

Waziri Chiza hatamsahau huyu Harun Zakaria na wenzake maana waliikamata mpaka bodi ya Sukari taasisi ambayo serikali huitumia kama mshauri wake mkuu wa masuala ya sukari. Chiza katika ukaguzi wake akiwa ameambatana na Mkurugenzi msaidizi wa bodi hiyo alikuwa akimuuliza maswali kwanini maghala yamefura kwa sukari huku tunatatizo la sukari mtaani? Bwana Henry Semwanza mkurugenzi msaidizi wa Bodi ya Sukari alimjibu Waziri kwa kuwatetea wafanyabiashara kwa kusema wapewe kibali wauze nje kidogo ili hata wakiuza hapa ndani wasipate hasara sana ndio maana wameamua kuziweka ghalani kwanza mpaka serikali itakapowapa kibali. Waziri Chiza alimkatalia yule mkurugenzi pale pale namnukuu “Sijatoa kibali cha kuuza sukari nje ya nchi kwa sababu bei yake haijashuka nchini, bei ilitakiwa isizidi Sh 1,700 kwa kilo moja ya sukari,” alisema Waziri Chiza.  Waziri Chiza aliendelea na msimamo wake wa kukataa sukari kuuzwa nje ili kutatua tatizo hilo hapa nchini lakini baadae mabwana hawa waliishinda nguvu serikali na kuamua kuwapa kibali wauze nje.Hicho kikawa kiburi namba moja.

Baada ya kuruhusiwa kuuza nje na hata kuagiza sukari kutoka nje ikaja tokea kwamba sukari katika viwanda vyetu vya ndani ikawa haiuziki tena. Yaani sukari inazalishwa na inajaa kwenye maghala bila kununuliwa na hawa watu.Wakawa wanaagiza kutoka nje na kuiuza hiyohiyo kwa madai kuwa ya hapa ndani ni ghali.Serikali baada ya kuliona hilo ikakataza tena uagizwaji wa sukari kutoka nje.Hawa mabwana wakazira tena kwa Mara ya pili. Mwaka 2014 waziri wa Kilimo Chakula na Ushirika akiwa ni Stephen Wasira  kulianza dalili tena ya upungufu wa sukari na kwa kisingizio kuwa matumizi ya sukari ni makubwa kuliko uzalishaji .Harun na wenzake tarehe 22 December, 2014 wakamweka waziri Wasira kitako na kumwambia salama yake ni kuiambia serikali iruhusu uagizwaji sukari kutoka nje .Mwaka 2015 mwezi March Serikali iliamua kutoa kibali uagizwaji wa sukari kutoka nje uendelee.

Lakini wakati serikali ikitoa kibali kwa sababu hiyo mwezi Januari (miezi miwili nyuma) Mtendaji mkuu wa kiwanda cha sukari TPC bwana Japhary Alli alitoka kulalamika kwenye kikao cha RCC kuwa ana tani 37,000 ambazo zipo stoo na hazijanunuliwa kutokana na uingizwaji wa sukari wa magendo (nani aliingiza?).Kamati ya bunge ya Kilimo mifugo na Maji ilihoji kwanini tuingie kwenye tatizo la sukari wakati kuna ardhi kubwa ambayo tungeweza kujenga viwanda vya sukari na kulima miwa tukapata sukari ya kutosha? Bwana Japhary kwa masikitiko alijibu “Tumelazimika kusitisha mpango wetu wa kupanua kiwanda mradi ambao ungegharimu shilingi Bilioni 100 kwa sababu kwa sasa hatufanyi mauzo yoyote kutokana na hawa wanaoingiza sukari nchini kimagendo"(Nani anaiingiza).

Tanzania Sugar Producers Association (TSPA) wrote a letter to the PM some two weeks ago in connection with "conflicting positions" by the Agriculture, Food Security and Cooperatives ministry on how to arrest the illegal importation of sugar into the Tanzanian market.

The TSPA letter quoted the former Agriculture minister Christopher Chiza as having declared on December 22, 2014 that one of the remedial measures the government had taken was the endorsement of a bulk sugar importation entity by sugar producers.

It further said the Sugar Board of Tanzania (SBT) notified TSPA mid last month to ‘get ready for business' and bore an attached letter signed by Yamungu Kayandabila in his capacity as acting permanent secretary in the Agriculture ministry.

However, the attached letter directly contradicted the government's December 2014 decision as communicated by minister Chiza.

TSPA deems the very nature and contents of Kayandabila's letter surprising since it was addressed solely to the SBT director general and did not copy anyone else as is the norm.
By contrast, in minister Chiza's December 22, 2014 letter to TSPA chairman Ami Mpungwe,  several authorities were copied including Finance minister Saada Mkuya Salum, Industries and Trade minister Dr Abdallah Kigoda, the then East African Cooperation minister Samwel Sitta, President's Delivery Bureau Deputy CEO Peniel M. Lyimo and Tanzania Revenue Authority Director General Rished Bade.

It was also copied to SBT director general Henry J. Semwanza, Mohamed Enterprises (T) Ltd managing director Mohamed Dewji, Al Naeem Enterprises Limited' Haroon Zakaria, Kagera Sugar Limited's Seif Seif, TPC Limited CEO Mark Bainbridge and Kilombero Sugar Company Limited general manager Robert Baissac.

The two contradicting instructions contained in the letters have left sugar producers puzzled, neither understanding the logic behind the one signed by the acting PS nor comprehending how those who were copied in minister Chiza's letter are to learn of the sudden change of mind by the Agriculture ministry.

The Guardian has learnt that TSPA has expressed deep concern to the PM over the inconsistency of the Agriculture ministry's stand on a matter of such great importance and relevance to the nation as the state of the sugar industry.

TSPA has thus sought the PM's immediate intervention over Agriculture minister of that time Stephen Wassira's sudden review of the ministry's position over sugar imports and domestic use of transit sugar. 

Reportedly, copies of the association's letter have been sent to minister Wassira himself, Finance minister Saada Mkuya Salum, Industries and Trade minister Dr Abdallah Kigoda, Chief Secretary (President's Office) and SBT director general Semwanza.

Semwanza is on record talking of plans by the government to put in place regulations to reinforce the ban on illegal sugar imports and to keep transit sugar out of the local market as the law dictates.
Going by this, plans to fill any gaps in the supply of sugar meant for local consumption with transit sugar would be similarly illegal even if the move had the blessings of the Agriculture ministry.
